Guttering leaking - need assessment and quote.

Guttering between deck and house leaking. Recent gutter replacement work done by professionals were unable to replace this guttering and it is leaking badly. Builder stated the gutter is lower then the downpipe due to the weight of the deck where it joins the house. Builder was unable to provide a solution. Still unsure what the real problem is and how to fix permanently.
