Leaking Shower, cracked tiles - In 2 minds of next best step

I have a shower which is leaking, has been for about 6 months. Paint on outside of the wall is now starting to peel and the cupboard in ajoining bedroom is now starting to mould.
I am in 2 very different minds as to the next steps.
1) Reseal the shower using the guys that don't remove tiles - problem is, the tiles in the shower are fairly cracked so not 100% sure this will do the job. Plus, I want a new shower screen installed but the guys I have found will only do one or the other.
2) Retile the entire bathroom Ground to ceiling - problem here is cost. I have no idea what I would be looking at, don't want to spend more then $2 - 3,000.
