Assessment of rising damp and moisture in floorboards

We are concerned about rising damp in our 2 chimneys in bedrooms and we are concerned about apparent moisture in carpet and underlay in the house. The floorboards also appear to be damp. We are not sure if this has occured from a plumbing issue under the house or a previous fllood before we purchased the house.
We need an assessment of the problem and soutions for waterproofing.
