Improve subfloor ventilation and damp problem

We have problems with a damp smell in the house, especially (but not only) in drawers and cupboards. This has been occurring over the last couple of years since the drought ended. The house is double brick with suspended timber floorboards. In August we had two subfloor ventilation fans installed but the problem has not improved (possibly got worse), even though it's summer. We would like someone to review the work already done and then advise how to fix the issue (and do the work, if appropriate).
