Phone line between internet and internal is very crackling

I am recently having problems with my phone line. When I hook up the internet the phone downstairs is very crackly. If I unplugged the internet it is fine. I have tried put on a filter but still no good. Telstra is not interested and my internet provider says its the phone line between incoming and internet. Please help
