Needs to get max adsl2+ speed (messy phone lines under the house)

I'm with TPG ADSL2+ (1.9km from the exchange) according to TPG i should be getting 13-15mb at connection however i only get around 7mb. A Telstra technician came last week to sort out any possible reasons for limiting the connection. the only thing he found was the messy wiring of phone lines under the house. the technician suggested to have the lines sorted to a single wire connecting from the street to the house. (i'm not really sure if that would help). The old owner of the house told us they had two phone numbers before and i'm guessing the wiring could be affecting the ADSL speed. The aim for the job is to get up-to-speed with my ADSL2+ (which means 13-15mb connection) I would like a guarantee on a faster connection with the completion of this job, therefore I would like someone who knows more about ADSL and phone lines. Only if the person can guarantee a speed increase then I’ll hide. Thank you,
