Fix up static noise on adsl/phone line

Since we connect with tpg adsl service, there's an irritating constant static noise in the phone line. the problem is only apparent when the modem is turned on. have changed modem, and used 3 different adsl modem, without resolution of the problem. tpg tried many things, and i had telstra checked the phonelines outside of the house, all the way to the exchange, but cannot find solution. suspect a problem with the wiring inside the house.
