Repair to upper part of cement inground pool

Pool is developing a crack - horizonatlly - near upper water level and also upper tiles/capping is lifting off the pool cement frame in some areas. Presumably lifting due to insufficient heat expansion joints or poor original contstruction with lack of suitable re-inforcing in the construction. Needs review for patching or removing upper section and being re-done properly.
