Urgent Legal advice re springvale cemetery

  Springvale cemetery has repeatedly removed items from my son's grave (aged three). he passed away 8 months ago and during this time the gardeners at springvale have taken items and thrown them into the bin on four separate occasions. this has caused me significant unnecessary stress.
we have tried to resolve this with springvale and yet they still did nothing about their policies and are continuing to throw precious items left for my son straight into the bin.
it was his birthday on 21st july and i placed a snow dome with a cross inside and i also put an extra plastic flower vase there to contain more flowers he received for his birthday. when i visited the cemetery again only 2.5 days later both these items were gone. i’m utterly devastated. springvale have owned up to doing this stating "oh&s" reasons however this does not stand up. there are other children's sites that also have snow domes. so i feel that my son's site is being targeted. they are not providing a safe resting place for my son and my rights to have a peaceful place to visit my son are being taken away from me time and time again. like i said, this is the fourth time they have done this and it's ongoing without any resolution except an apology. what are my rights here? can i sue them for damages?
