New downpipe at side of house to be connected to water system

Small block of units (4). At the side of the house there is a slim path, and against the wall are all our downpipes etc. Currently there are only 4 downpipes for a spacious 4 apartment block. When it rains, water gushes over the edges of the gutters. Im having the path dug up and replaced by a concreter so that when they do that, you can connect the new downpipe to the underground pipe network
