Investigate noise on roof of 3-story townhouse

I need someone to investigate a whirring noise that seems to be coming from the roof. My bedroom's on the top floor and the noise is so loud it's keeping me awake. The noise can be heard with even the slightest wind.
It's a 3-story townhouse, and access is only external using a ladder (i.e. you can't get up through a manhole or skylight). I'm not sure what's causing the noise, sounds like blades rotating, but not sure.
