Cement /ceramic rendering - commercial job to 27 balconies

block of three units each with 9 balconies. cement strip at top and bottom of each balcony with brick work in between.
bottom strip of each balcony ( there are 27 balconies ) has started to break away and some concrete is falling down. need to ( my opinion ) remove old concrete on bottom strip and replace with new ceramic or sand and cement render. each block is four stories high. parking under and three floor of units above. top strip would like cleaned up, sealer and pain applied. also cleaning of the gutters and fixing of a leaf guard in the gutter above the top balcony.
