Freezer Repair - probably replace defrost element.

Westingouse 303 upright frost free freezer stopped working, and we suspect the defrost element / mechanism is faulty.
If it is a more serious problem, we may not proceed with the rpair, so please quote your call out fee and the total cost if it is in fact the defrost element. We would like to repair it between 28-30 December if possible please.
Additional detail on problem: The freezer tripped the safety (earth leakage) switch a couple of nights ago. It has dried out a bit and no longer trips the safety switch, but neither the compressor or fan turn on now. It was last repaired about 4-5 years ago.
