Fix the fan/cooling component of my 2 door samsung fridge

I have had a repairer out to fix the same problem 3 times now but it hasnt been fixed. The fan is load and running all the time except when the door is open. The fan freezes up and the temperature light flashes but after a while the fridge stopps cooling.
