What to do with water lines as keep leaking, meter at top 1/2 acre block

30 year old house - water pipes in a terraced block with meter at the top & house at the bottom, pipes are through concrete retaining walls & under concrete & keep leaking. Have had to stopper water to shed as under new concrete block which is unsatisfactory as want water to shed. Need to see what the best way to approach, as it is a continous problem. Do not want to rip up new concrete but need some recommendations.
