Water penetration from above and below

  We need to solve two water penetration problems in a two-story external wall that is cavity brick at the upper level, but solid double brick (no cavity) at the lower level–where both problems occur.

1. one problem arises from soil placed against the lower story wall. moisture appears on the internal face of this section of the wall after heavy rainfall. i'm hoping that its solution will be straightforward.

2. the other problem is the opposite of rising damp, namely water seeping down the upper story wall into the internal wall at the lower level. i'm hoping that the solution might be a damp course inserted across the external wall between the two levels. this would act in the opposite direction to a conventional damp course, preventing moisture from seeping down from the external upper wall into the internal lower wall.
