Unidentified Water Leak Repair

I think I have a slow leak somewhere at my house that needs to be found and repaired. I am getting some pooling of water near the gas meter at the front side of the house when the water main is on. Which makes me think the leak may be somewhere between the main and before going under the house. When the main is on I can hear some hissing from the pipes inside the house in the bathroom and toilet when no water outlets are on confirming a leak. At the front side of the house there is a mulched garden bed with a few small yucca plants. If the leak is there, ideally I would like the top layer of mulch put to the side, then have the water pipe dug up, repaired, reburied, and have the mulch put back over the top. If the leak is under the house, there is enough crawlspace access to get under there and repair it. I am looking for a quote to give me an idea of what the problem might be exactly and an idea of cost for repair.
