Underground PVC pipe replacement in backyard linked to sewer drainage

Our drainage pipe in the backyard which is connected to our sewer line is blocked by debris of concrete in a t-piece about 1.5m underground. We require a person who can dig about 1.5m deep to reach the pipe. The t-piece or 90 degree piece needs to be replaced as well as part of the pipe. The pipe is 10 cm in diameter.
