Toilet glugs when flushed

  When flushing toilet either the water level drops below the bend and makes "glugging" sound or the level drops a bit and the glugging noise comes from the bathroom waste. water is flowing normally from all sinks (inside and out) and the vent to the roof does not seem to be blocked.
