My homes storm drains are blocked. i had a plumber try and clear them with his high pressure hose from the street. as he was clearing it, the pipe seemed to refill with mud as he was clearing it. the plumber advised that their is probably a hole in the pipe not far from the road, possibly under the footpath or front lawn and advised a plumber who specialises in storm drains and who has a camera would be our best option
