Service Underground Water Tank

We have a 22,000 litre underground water tank. The pump for the water tank is not working, and the previous owner believes that the issue might be that the power cable for the pump was not made water proof, and now with the tank 100% full the connection might be getting wet. Also need assistance getting the lid of the water tank open (refer pictures). We have a special tool but I have been unable to get the lid of the tank open.
