Rheem hot water system not working

Rheem electric hot water system stopped working on the weekend. I have checked the fuse and switchbox. Appears no problem there. Hot water system is on its own meter and I note that the hot water meter "wheel" is not turning so unit does not appear to be drawing any current at all.
