Repair bottom of downpipes and Hole in Plastic drain.

Downpipe has plastic around base which is damaged and needs fixing. Also a plastic drain (don't know name of it) needs fixing as it has a hole. This drain takes away pool water when the backwash is turned on - it does not run completely underground, instead comes up to the surface half way along. No ideas why or what it's called. Maybe it's a storm water drain?
