Raising toilet level

The toilet level is lower than the outlet pipe due to new tiles being laid before I moved in pan not being raised back to the level of the trap outlet. As a result the toilet does not flush properly.
Need someone to raise the level for me.The job would involve removing the pan and raising the level to join back into the 80mm p trap waste pipe using sand and cement mix.
