Poor pressure from hot water service affecting showers

Resident in two storey unit in 18 unit complex. Complex about 5 years old and unit bought new off plan. Upstairs bathroom shower has no hot water pressure at all - no hot water comes out. Nearby ensuite about 50% of what it was previously, but is manageable (pipes a little noisy though). Downstairs kitchen hot water tap seems OK. Ensuite shower also has slow leak.
