No hot water in shower

When I turn the shower on it only comes out in a trickle and the water is not very hot. A few months ago the water was too hot and when you turned the cold on to adjust temp it would go totally cold now the water only comes out in a trickle and is not very hot. Not sure if shower problem or water heater problem.
