We are installing shade sails and part of that involves 1200mm deep footings. the worklers have hit an abandoned water pipe, but the council needs a letter from a plumber stating that the pipe is abanoned.
another council department and the water utility have inspected it and have given the ok . unfortunately beurocracy at the council wants this one last piece of paper
