Gas hot water system - gas pilot goes out whenever there is bad weather

Hot water cylinder located outside, gas pilot goes out and it is a hassle to turn it back on. Simple google search found that I might need to have thermal coupler replaced. My gut feeling is to have the cylinder moved to another spot where gas supply is less likely to be disrupted due to stormy weather. I live in a building of 4 units. My unit is the only one that has its gas cylinder on the left side of the building. No one else in the building complained of disrupted gas supply.
