Fix water leaking exterior wall into garage wall wet 1 mtr high

I suspected that i had a full downpipe on the corner of my house. the garage is on this corner and sunk down below ground level. water has been soaking the bricks on the side wall the whole length along up to about 1 metre high. the wall feels wet, is soaked through and there has been some water pooled on the floor.
- the water is coming from the corner wall and a steady stream oozes out of a vent or gap in the brickwork, (i think these are for airing). the water seeps to the ground and then into the garage. i am not sure what is causing the water, but it is coming from inside the wall below the downpipe. there is no obvious evidence that the downpipe has overflowed, but then i am no expert.
