Fix slow filling toilet

Our toilet refills very slowly and makes a humming sound as it refills. I have replaced the inlet valve which did not fix the problem. I have checked the inlet hose and wall tap and they are fine. The only way to get the toilet to refill at the correct speed is to turn off the wall tap and turn it back on quickly, the inlet valve then kicks open and the toilet refills correctly. Perhaps our water pressure is too low? I need someone who can solve this tricky problem.
