Faulty toilet cistern

  My toilet cistern has started filling up very slowly of late. Someone said it could be the valve. I have tried today to see if I can fix the problem myself and now it runs more and water is turned off and I just turn it back on as needed. It is only 5 years old so I shouldn't have these issues. I don't believe that the valve would need replacing already. It is a Fowler cistern. It is rubbish that I have thee issues and I think it is more the way the cistern was installed in the first place. I don't think the water has ever filled up properly. I am not prepared to spend too much money on this otherwise I will purchase another cistern.
