I have one of three units on a block. A stormwater drain runs under the driveway on the side of the block. It has 5 storm water pits. The pits and connecting pipes have a build up of sediment in them and therefore they need to be cleaned out. The outlet from the last pit to the stormwater mains is partially blocked too.
