Plastering: cornice and ceiling dipping 15cm. slight hair line cracking

I'm in a 20 month old house and have just noticed a problem above the dining romm/theatre room door, the cornice and ceiling seem to be being pushed down resulting in ceiling cracks of 10com hairline at this stage and perturbing cornice on both sides of the door. There is also another couple of similar ones in the living area and kitchen. I'm not sure the cause or how much it will cost.
