Ceiling repair/replace - sagging & broken ceiling in tenanted house.

Some tiles have moved on the roof along with gutters that have potentially overflown and could have allowed water to enter the roof space and drop & break the ceiling. Tenants are in the house. It is an old house. Some other activity could have also contributed to the damage of the ceilings.
