First floor apartment balcony balustrade requires maintenance

I have a first floor apartment that is approximately 4 years old that requires some maintenance. Specifically the outside balcony balustrade which consists of wood and steel frame. I don't believe the wood has ever been stained and needs something to protect it as it's slowly deteriorating. The steel posts are also beginning to rust and also require some maintenance to prevent further rusting.
