Correct Rough Idle on Chrysler Neon '96

I require a mechanic familiar with the Chrysler Neon. My Neon runs very rough when idling and uses a lot of fuel (over 15lt/100km). There are black deposits on the spark plugs and the engine consumes a lot of oil. I have already taken the car two 4 mechanics including the useless Chrysler/Jeep dealer in Huntingdale. All of the mechanics have confirmed that the engine is running rich but have no idea why. I've had the car serviced and head gasket replaced and changed the O2 sensor 3 times. The useless Chrysler dealer suggested that I should replace the ECU but they weren't certain. I am fed up and frustrated and would just like someone to fix it and not waste any more of my time and money.
