Car key won't turn in ignition; possible immobiliser problem

My car key will not turn in the ignition at all. I suspect it is an immobiliser or ignition lock (?) problem. My friend tried to start the car without going through the correct steps to dis-arm the immobiliser and in the process of locked the steering wheel. The steering wheel can be turned to relieve the lock tension, but the key won't turn past the first position (though I am able to twist it slightly but only when the steering lock tension is relieved).
Could you please provide a quote for fixing this?
