Repair retaining wall, 11m long and crumbling away

We have a retaining wall that is basically concrete over a crumbly rock. there is a timber fence on top of it. the entire wall is about 11 metres long. the centre section measuring approx 3m x 1.2m is breaking up. the section that is crumbling away is above a garden bed. i need to get this fixed.
