Complete make-over of a slopey backyard

The backyard is sloping from the back to the house (drops approx 1.5 metre).As a result water is not retained at the top end and grass wont grow (or is patsy, at best). We also need recommendations about what type of plants to grow etc. We may wish to incoperate a deck or pergola.
