Timber construction, I think it is treated pine or similar (the cladding is similar to fence palings)

I've never stood on the machine or used it in any way, so it's nothing to do with me, as I'm still waiting on the correct screws to also arrive to finish putting it together. This is a very important load bearing wheel, and the treadmill may not last very long at all, if I use it in this condition, due to the fault - please see attached photo. This leg is welded on so it cannot be replaced as faulty ‘part’ by the company I purchased it from. Can you assist in fixing this for me?
