Review & Fixing of Garden Irrigation System / Water Tanks

I have Water Tanks connected to a front & rear garden irrigation system ( both dripper and auto sprinklers operating off timer ).
At the moment the water pump is not working and I can't use the tanks. The landscaper is blaming the water pump and the water pump installer is blaming the solenoid installations and the fact their is no filter leading from the tanks.
I am at a lost to the solution.
