We would like to install new roof insulation based on the government $1,600 rebate initiative. We had cellulose fibre insulation in the house when it was first built in January 2001. I believe the installer needs to determine whether the existing insulation is deemed to be of negligible effectiveness for us to qualify for the new insulation under the government rebate scheme.
