Rood insulation (with fibro-cement roof)

We have asked for several quotes as part of the current Government rebate scheme for insulation. No one seems to want to do it as we have a flat fibro-cement roof. The roof slopes from front to back - front half of the roof is easily accessible, back half has only narrow access. Do you know anyone who would be willing to insulate when the roof contains (stable) asbestos material?? Budget specified is after the rebate has been applied. Thanks, Steve.
