Replace insulation in front of existing house

We have just had the old fluff insulation removed so that the plaster ceiling could be replaced. That work is completed and we need the insulation replaced.
The front of the house has always been warmer in summer and colder in winter and we want to fix that once and for all. I tried adding some old R2.5 batts to the existing fluff and they are still there - whether useful or not???
The area covers the front of the house about 10 x 7 meters in approximately.
The house in on a slab so the wiring is in the roof., we have just had downlights put in also.
