Insulation under deck roof

I need to insulate approx 40m2 of roof cavity between the plaster ceiling and the flat steel decking roof. The gap is about 6 inches. There appears to be some existing foil insulation there but it is ineffective and i need a significant improvement in insulation.
I'm also hoping to take the same opportunity to install better ventilation for the bathroom extraction fan which currently vents into the narrow roof cavity between two timber joists, and not directly outdoors. I need a weatherproof vent installed in the flat roof.
