100m2 house requires ceiling insulation

I have a small 3br house, built in the 50's which has some wool insulation in the ceiling, approx 100m2 in size.
I would like to make use of the gov't insulation incentive to have this insulation replaced if possible. Existing insulation is not very effective, but I don't know if I still qualify for receiving the $1600 insulation package.
I am interested in having a qualified inspection done, and if I am eligible, to have new insulation installed.
