The referrals that are sent through are only charged if you reply 'YES' or accept the opportunity online through your portal.

You are charged for a referral when you receive the consumer's contact details, at which time Service Central steps away to leave you in control of your customer.

If you don't receive the customer's details, you won't be charged for the lead.
