Wood heater flue leaks into/on top unit every time it rains.

Replaced old wood heater about 6 months ago with a new model and replaced the inner stainless pipe and outside hood. Original Install was 20+ years ago through a color bond roof using a rubber flashing. Applied silicone to flashing but still leaks.
