Vulcan C902 underfloor heater is losing heat inside

it appears to be producing a lot of heat in the main heater and letting it out from its air output, but is not forcing the heat to go through the tubes into the house very well. Some areas do not appear to put out any heat at all. One underfloor duct has been pulled off its outlet and taped up as it is in a position directly onto TV/video wiring.
