Repair heater in lounge not working

Heater in loung doesnt give out much heat. it was cleaned last year but that didnt make much of a difference. property is a rental and the landlord isnt too keen on doing anything about it for me. it was freezing last winter and i dont want that to happen again. its an old gas heater with the 5 bars and a fan that doesnt seem to work.
- i was hoping that if it could be looked at and didnt cost much to fix i could try and get the land lord to pay..... please help me!!
